Insight's proposal is to <br /> completely eliminate any reference or requirement for an <br /> institutional network within the City. Insight provides no <br /> analysis regarding whether the costs associated with meeting <br /> this need render it unreasonable. In fact, Insight provides no <br /> financial information with respect to the costs associated <br /> with an institutional network nor its relationship to Insight's <br /> current finances. Insight's only statexnent is that it estimates <br /> the cost to build the institutional network to be$lmillion. <br /> Specifically, Insight provided no projections nor a�ry <br /> breakdown of its current financial position to demonstrate <br /> that all or a portion of the institutional network would render <br /> rates unreasonable. <br /> Insight relies entirely on a survey conducted by Talmey- <br /> Drake arguing that subscribers do not wish to pay for the <br /> institutional network.
