Mass Transit Memorandum <br /> No. 060606-1 <br /> June 6,2006 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Garman, City Manager <br /> Paul McChancy, Mass Transit Administrator�� ; <br /> 1 <br /> SUBJECT: FTA Capital Assistance Grant for One Bus <br /> SUMMARY Staff recommends that Council approve a Resolution to authorize <br /> REC011��NDATION: the filing of an application for federal funding in the amount of <br /> $300,000 for the purchase of one replacement bus. <br /> BACKGROUND: Federal Section 5309 capital funds for the purchase of transit <br /> vehicles are appropriated by the Federal Transit Administration <br /> (FTA)to the State, and then allocated by the State to the transit <br /> systems. The State has just announced the allocation of FFY 2004 <br /> FTA funds (attached), including $300,000 for Decatur for the <br /> purchase of one bus. The State has made an arrangement with <br /> FTA so that no State or local matching funds will be required. <br /> However, the amount of the grant is fixed and cannot be increased. <br /> If the grant is not sufficient to purchase the type of replacement <br /> bus we desire, then either additional local funds will be required or <br /> the bus cannot be purchased. At this time the $300,000 grant <br /> would be sufficient to purchase one 30' replacement bus. These <br /> grant funds would be "banked"until additional grants are <br /> received, and we are able to purchase several vehicles at one time. <br /> POTENTIAL There are no known or expected objections to this grant. <br /> OBJECTION: application. <br /> INPUT FROM Richard Foiles, General Manager, DPTS <br /> OTHER SOURCES: James Gillum, Maintenance Superintendent, DPTS <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME The proposed FTA grant funds would require no local match. <br /> IlVIPLICATIONS: No additional staff time is required. <br />
