Travis Stanley, Civil Engineer I��,/ � N�� SUBJECT: Sidewalk Replacement Project, City Project 06-21 SUMMARY RECOMMENDATION: It is recommended by staff that the City Council approve the attached resolution on the following items: 1. Authorizes awarding the contract for the Sidewalk Replacement Project, City Project 06- 21, to WAS CON Co., as the lowest, responsible bidder in the amount of$98,550.00, and that the Mayor be authorized to execute the contract, and the City Clerk to attest, and; 2. Authorizes the City Manager and the Director of Engineering and Infrastructure to increase the contract amount by $16,450, not to exceed $115,000.00, for the construction or repair of additional sidewalks in the City as needed. BACKGROUND: The purpose of the Sidewalk Replacement Project is to improve the City's sidewalk system by replacing deteriorated sidewalks and ramps along with some limited installation of new sidewalks at various locations in the City. The project plans and specifications were prepared by Engineering Division staff. The project was advertised May 5, 2006, and bids were opened on May 19, 2006. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over (-Under) Engineer's Estimate $119,582.50 ----- WAS CON Co. $ 98,550.00 (- 17.59%) Otto Baum Co., Inc. $111,255.00 (- 6.96%) Entler Excavating Co., Inc. $133,025.00 11.24% The proposed sidewalk contract for this fiscal year incorporates three sidewalk initiatives identified for the General Street Capital Fund: Sidewalk Improvements, Sidewalk Ramp Program, and Sidewalk Extension Program. Since these projects are similar in nature, in the interest of obtaining the best possible bids, staff has combined these projects under one contract. As in past years, the sidewalk contract contains the flexibility to add sidewalk quantities to the contract as deteriorated segments are identified as causing a safety hazard or a general nuisance to the public. These segments are generally identified by a combination of citizen complaints and staff investigation. The sidewalk contract allows the City to retain the services of the low bid contractor to perform additional sidewalk work as the need arises over the course of the fiscal year.
