• _ . .
Staff desires the ability to be more responsive to the citizens of the City by making a strong effort to
improve the timeliness of necessary sidewalk replacement/ repair. Any opportunity to add sidewalk
replacement volume will improve the condition of the City's sidewalks.
The low bid for this proposed project was supplied by WAS CON Co. WAS CON Co. has completed
three sidewalk projects for the City over the past finro years. Their work performance has been
acceptable. Staff recommends that the City Council authorize the execution of a contract with WAS
CON Co. for the City's Sidewalk Replacement Project.
POTENTIAL OBJECTION:
Bidding was closed on this project at 10:00 a.m. on May 19, 2006. WAS CON Co.'s bid was submitted
with time and date stamped by the City Purchasing Division at exactly 10:00 a.m. A concern was
raised that a 10:00 a.m. time stamp should be interpreted that the bid was late. A review by the
Director of Engineering and Infrastructure and the Corporation Council determined that a bid was
acceptable with a 10:00 a.m. time stamp. There are no other known objections to this award.
INPUT FROM OTHER SOURCES: None.
STAFF REFERENCE: Steve Swanson, Director of Engineering & Infrastructure,
at 424-2747
Matt Newell, City Engineer, at 424-2747
Travis Stanley, Civil Engineer I, at 424-2747
The Director of Engineering and Infrastructure, Steve Swanson, and City Engineer, Matt Newell, will be
in attendance at the City Council meeting to answer any questions of the Council on this item. ',
BUDGET/TIME IMPLICATIONS:
Funding for this project is currently budgeted in the City's General Street Capital Fund. The
recommended low bid amount is $98,550.00. Authorization is also requested for the City Manager and ',
the Director of Engineering and Infrastructure to increase the contract amount by $16,450, not to '
exceed $115,000.00, for the construction or repair of additional sidewalks in the City as needed.
The project is scheduled to begin in June, 2006, and should be completed by October, 2006. As in
; past years, the project will stay open until the end of the fiscal year to allow additional sidewalk repairs '
to be made as the need arises.
Attach: 2
cc: John Smith, Assistant City Manager for Public Services
Phil Wilhelm, Municipal Services Manager
WAS CON Co.
