Nelson Park Neighborhood Storm Drainage <br /> In 1966, a drainage study was completed for the City in an effort to plan for the drainage of <br /> future developments and to identify drainage projects for the City to undertake in the near term. <br /> During the late 1970's and early 1980's the City invested nearly $20 million in drainage <br /> improvements throughout the City. The Nelson Park Neighborhood was identified as a needed <br /> future project with residents on nearly every street reporting street and basement flooding; <br /> however, this work was never completed. <br /> More recently, the City's 2009 Stormwater Master Plan once again identified the Nelson Park <br /> Neighborhood as a high priority for drainage, listing it as 2°d out of 46 identified priority areas to <br /> address. Based on preliminary designs, the cost estimate is about $4 million with engineering <br /> costs included. The project was then put on hold until sufficient funding could be identified. <br /> Knowing that the project costs would exceed the City's ability to fund out of current revenue, the <br /> City approached the Illinois Environmental Protection Agency (IEPA) and inquired about a low <br /> interest loan similar to those the City has recently taken advantage of for high cost sanitary sewer <br /> repairs. The IEPA indicated that this project was loan eligible. The City then prepared and <br /> submitted a Facilities Plan for the Nelson Park Neighborhood that identified the storm drainage <br /> problems, outlined the proposed project to resolve them, and estimated the possible project costs. <br /> Upon review of the Facilities Plan, the IEPA has recommended that the City begin the design <br /> process with the objective of obtaining a low interest loan to fund construction in 2017. <br /> Engineering Services Agreement <br /> In 2012, when the City initially began the Nelson Park Project, City staff extended invitations to <br /> four local civil engineering firms to interview for the drainage related project. Interviews were <br /> held on March 28, 2012. BWC was determined by staff to be the best firm to perform the design <br /> work for the Nelson Park Neighborhood Drainage project. The City Council awarded BWC the <br /> original preliminary design project in 2012. BWC completed some initial layouts and designs <br /> for the neighborhood drainage before the project was put on hold. Staff recommends that BWC <br /> continue their design work as identified under the attached agreement. The scope of services <br /> includes: <br /> 1. Hold meetings with the Nelson Park Neighborhood and other stake holders, including the <br /> Decatur Park District, to review and document concerns to be addressed during the <br /> design process. <br /> 2. Perform a topographical survey of the area. <br /> 3. Determine area runoff and drainage patterns in the neighborhood. Design the proposed <br /> storm sewer system to handle the projected drainage. <br /> 4. Prepare design drawings, construction specifications, and cost estimates. <br /> 5. Prepare easement documents. <br /> 6. Provide engineering assistance during the bidding process. <br /> SCHEDULE: Design work will begin upon Council approval and will be completed in <br /> November 2016. The City will be getting loan requirements in place during the design process <br /> with the intent to enter into a loan agreement with the IEPA and award a construction contract <br /> spring 2017. <br /> Page � 2 <br />
