POTENTIAL OBJECTION: There are no known objections.
INPUT FROM OTHER SOURCES: Illinois Environmental Protection Agency and Blank,
Wesselink, Cook & Associates.
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City
Engineer. Richard Marley will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
BUDGET/TIME IMPLICATIONS:
Budget Impact: The Professional Engineering Services Agreement with BWC is for a fee not
to exceed $147,000 and is allocated in the Stormwater Fund. It is expected that all engineering
work will be reimbursed as part of a low interest loan administered through the IEPA. The loan ,
will pay for the engineering and construction work. Loan payments generally begin within 6 ii
months of the project completion. It is proposed that the loan repayments be split equally
between the Sanitary Sewer Fund and the Stormwater Fund. If the cost of the project approaches
the projected $4 million range, yearly payments of$120,000 will be withdrawn from each fund
for a period of 20 years to repay the loan.
Staffing Impact: Staff time has been allocated to manage this project.
This Memorandum was prepared by Matt Newell, P.E., City Engineer.
Attach: 3
Page 3
