COUNCIL COMMUNICATION FORM Engineering & Infrastructure Memorandum NO. 2006-11 January 30, 2006 TO: Honorable Mayor Osborne and City Council FROM: Steve Garma City Manager „ � Stephen Sw on, P.E.,Director of Engineering & Infrastructure� Matthew C. ewell, P.E., City Engineer�u/t, SUBJECT: Agreement with URS Corporation Mound Road/ Stevens Creek Bridge, CP 06-05 , SUMMARY RECOMMENDATION: �� It is recommended by staff that the City Council adopt the attached Resolution authorizing an I Agreement with URS, Corporation(URS) for engineering services to design a superstructure and deck replacement for the Mound Road Bridge over Stevens Creek. The expenditure for these services is not to exceed$48,500.00. � BACKGROUND: � In August 2005, the City retained the services of a structural engineer with Homer L. Chastain &Associates to perform an in-depth inspection of the Mound Road Bridge over Stevens Creek. � This inspection occurred as a result of concerns raised dunng a routine inspection conducted by City Engineering technicians. Chastain's review prompted a follow-up inspection by the Illinois Department of Transportation (IDOT). It was determined by IDOT that the bridge needed to have a weight limit posted, thereby prohibiting heavy trucks from using it. The predominant trucks that are affected are garbage trucks, school buses, some delivery trucks, and fire trucks. This weight limit will go into effect on February 6, 2006. The Fire Department has determined that the bridge's weight restriction will have a negligible effect on their response times in that section of the City. They will use alternate routes. Correspondence was sent to area businesses and school districts and no response has been received. Staff requested that URS Corporation, a local structural engineering firm, submit a proposal to provide follow-up inspections of the critical members of the bridge and perform design services to replace the superstructure and deck. Staff proposes to have URS complete the replacement design within the next five months while replacement funding and scheduling options are considered. One option is to try to replace the bridge yet this year with the City's General Capital funds. This would require delaying one of the capital improvement projects currently anticipated for the upcoming fiscal year.
