Citp Manager `�r� <br /> Wendy ort land Cor oration Counsel � <br /> Re: Renewal of Contract with Emergency Telephone System Board <br /> Date: January 25, 2006 <br /> Summary Recommendation- <br /> This memorandum is written to obtain consent from the City Council to authorize city <br /> management to enter into a contractual agreement(ANNEX A) with the Macon County <br /> Emergency Telephone System Board(ETSB) for managing, staffing and equipping the <br /> Public Safety Answering Point. The staff has reviewed the proposed contract and is in <br /> favor or signing the contract, effective from the date of signing through December 31, <br /> 2008. <br /> Background- <br /> The City of Decatur entered into a contractual agreement with the Macon County <br /> Emergency Telephone System Board for the operation and management of the Public <br /> Safety Answering Point (PSAP) in December of 2000. The PSAP, also known as the <br /> Emergency Communications Center, is where a119-1-1 calls are answered and dispatched <br /> for Macon County. The center is operated by the Police Department. The contract <br /> between the City and the ETSB expired as of December 31, 2004 and the contractual <br /> agreement has been extended on a month by month basis as outlined in Article I of the <br /> contract. The contract outlines responsibilities of both parties for equipping, staffing and <br /> managing the PSAP. <br /> Financial Implications- <br /> The contract has provisions for salary and benefit reimbursement from the ETSB for 5 <br /> emergency communication specialists at Pay Grade 11 and one communications <br /> supervisor. At the current rate, this amounts to $299,970.88 in annual salary and benefit <br /> reimbursement. The ETSB is also required by contract to purchase and maintain all <br /> 9-1-1 related equipment in the PSAP, such as telephone recording systems, mapping <br /> software and the entire Enhanced 9-1-1 system. The ETSB also agrees to pay for training <br /> costs for any 9-1-1 based training for the PSAP staf£ In return, the City agrees to staff <br /> the PSAP 24 hours a day, 365 days a year. The City must also comply with Title 83, <br /> Public Utilities-Chapter 1: Illinois Commerce Commission- Sub-Chapter F: Telephone <br /> Utilities- Part 725 (Standards of Service Applicable to 9-1-1 Emergency Systems). The <br /> City is in compliance with the Title 83 requirements. <br />
