' DEPARTMENT OF WATER MANAGEMENT
Memorandum No. 2005 — 29
December 13, 2005
TO: Honorable Mayor Osborne and City Council '
FROM: Steve Garman, City Manager
John A. Smith, Assistant City Manager for Public Services
Keith D. Alexander, Director of Water Management )i/
lC
SUBJECT: City Code Chapter 64 Amendments
SUMMARY RECOMMENDATION:
Council adopt the attached Amendments to City Code Chapter 64.
BACKGROUND:
This chapter contains the majority of the City's water regulations and fees. Several sections have
not been reviewed or updated in the last 10 to 28 years. The Illinois Environmental Protection
Agency (IEPA), which regulates the City's drinking water system, has also revised some of its
regulations over the years. These revisions need to be included in Chapter 64. The following
City staff graciously volunteered to assist Keith Alexander update the Chapter:
Sharon Hall, Water Customer Service Supervisor
Randy Johner, Building Inspection Manager
Richard Berard, Civil Engineer II
Rob Shirley, Water Production Manager
Steve Yeager, Water Services Manager
Mark O'Connor, Water Distribution Maintenance Supervisor
Randy Miller, Meter Foreman
Stafs recommendations take into account the City's current procedures, water industry
standards, IEPA regulations and our actual costs of providing specific customer services. For
example, the City's current charge to provide on site customer services is $7.50 per visit. Taking
into account the 231% Consumer Price Index increase over the past 28 years, this fee should be
at least $24.83. Our actual cost to provide this service is approximately $30.00, which is the
recommended increase. For comparison, the City of Springfield charges $35.00.
