 -2-
To comply with water industry standards, the City's water service classifications are proposed to
be renamed.
Old Classification New Classification
Domestic Residential
Non-Domestic Commercial
Large User Industrial
No changes to the City's standard water rates are included in these recommendations.
Staff are plannin to review water rates next year.
A copy of the proposed amendments is attached. The following is a summary of them by section
number:
1. Identifies the correct department that processes new water service applications.
2. Adds required State regulations.
3. No changes.
4. No changes.
5. Changes "domestic"to "residential" and clarifies existing text.
6. Changes "non-domestic"to "commercial". Revised to current State regulations.
7. This section was implemented in 1977. Revised since all required meters now
have remote readers. Property owners who do not adequately protect their water
meters may be charged for replacement costs.
8. Reserves the City's right to estimate water bills if need be.
9. Classifications renamed.
10. Classifications renamed and water industry standard text inserted.
11. For the past 18+ years the City has not been following this section as currently
written. The section currently states that not for profit institutions can be
classified for lower priced domestic (residential) water services. Instead, for 18+
years these institutions have been billed for lower priced domestic (residential)
meter charges. There are 374 customers (203 of them being churches) that are
billed for lower priced meter charges. The revenue loss associated with this
practice is estimated to be negligible. Therefore, since the current practice has
been followed for 18+years, this section has been revised to reflect that practice.
