In fiscal year 2000 reserves were 41.7 <br /> percent of the budget and in fiscal year 2005 they are 31.1 percent of the budget. <br /> We are proposing that we cap the rate at $1.27, the same rate as this year. This means <br /> that barring a property reassessment, taxpayers will not pay one cent more to the city next year <br /> than they did this year.
