Staff recommends approval of the petition subject to the following conditions: <br /> 2. <br /> A site plan including a landscaping plan and a lighting plan shall be submitted to <br /> and approved by the Economic and Urban Development Department and the <br /> Engineering and Infrastructure Department before permits/Certificate of <br /> Occupancy will be issued. <br /> The tanks shall be screened from the street by a six-foot high site break fence or a <br /> six-foot high hedge. <br /> PLAN COMMISSION ACTION <br /> 1. The Zoning Ordinance of the City of Decatur requires the Plan Commission to hold a public <br /> hearing on the rezoning request for study and a report on the effect of the proposed use on the <br /> comprehensive plan and on the character and development of the neighborhood. The Plan <br /> Commission shall make a recommendation to the City Council to approve, modify or deny the <br /> petition.
