Residential streets will vary in specific treatments in order to accommodate individuality within <br /> the neighborhood but will follow the same general principles throughout, including: narrow <br /> driving lanes, on-street parallel or angled parking bays, landscaped boulevard strips and <br /> sidewalks. A decorative streetlight that is consistent with the Phase I development will be used <br /> on the residential streets. <br /> One public park area, Orchard Green, will be provided in the development. A fenced playground <br /> will be located on the east end of the park while a thirty-five foot tall clock tower will be located <br /> on the west end of the park. The parks are intended to provide areas for neighbors to meet and <br /> are specifically designed so that residences face onto the park areas for security. <br /> Wabash Crossing Second Addition is consistent with the intent of the Master Plan produced by <br /> Goody Clancy and Associates in July 20Cl2 for the redevelopment of the Near North residential <br /> neighborhood. The mixed-use is also consistent with the City's comprehensive plan. To ensure <br /> integration with the first phase of Wabash Crossing the proposed development is comparable in <br /> quality and design with the phase one development. <br /> Calendar Number OS-51 includes the majority of Wabash Crossing Second Addition. This area is <br /> currently zoned R-6 and the petition is to rezone the property to PD Planned Development. The <br /> part north of Condit Street included in the Second Addition was previously rezoned to PD as part <br /> of the First Addition because infrastructure was constructed for this area as part of Phase One. <br /> Developing dwelling units in this area was not part of the planning for the first phase. Calendar <br /> Number OS-54 is the petition to amend Wabash Crossing First Addition PD. <br /> To allow for the planned development of Wabash Crossing Second Addition new preliminary and <br /> final subdivision plats, Calendar Numbers OS-52 and OS-53, have been submitted. The <br /> subdivision is divided into 701ots. The development will be integrated into the existing street <br /> grid and new utilities will be provided. All of the utility companies have reviewed and approved <br /> the subdivision plat. <br /> Since new streets and infrastructure are going to be constructed, all existing public rights-of-way <br /> and utility easements must be vacated by the approval of Calendar Number OS-55. All of the <br /> existing public rights-of-way and utilities are to be replaced with like services. The Developer, <br /> the Decatur Housing Authority and the City have worked closely with the utility companies to <br /> ensure adequate placement for all utilities. • <br /> Based on the above analysis and staff's opinion that the best interests of the City of Decatur <br /> would be served by approving the petitions, a motion to forward Calendar Numbers OS-51,OS-52, <br /> OS-53,OS-54 and OS-55 to City Council with a recommendation for approval is advised. <br /> Mr. Phil Cochran, Cochran Engineering, was sworn in by Mrs. Althoff. <br /> Mr. Cochran stated that Jamie Bell,Jim Alpi,Kent Massi and Jeff Haley were present for any <br /> questions. <br /> Mr. Cochran stated that 85 percent of the housing in phase I of Wabash Crossing is occupied and <br /> Phase II is a continuation of Phase I. <br /> Mr. Nordholm asked if there is an order of development with the units. <br />
