II'� <br /> Wabash Crossing Phase II is consistent with the intent of the Master Plan produced by Goody Clancy ', <br /> and Associates in July 2002 for the redevelopment of the Near North residential neighborhood. The <br /> mixed-use is also consistent with the City's comprehensive plan. To ensure integration with the first <br /> phase of Wabash Crossing the proposed development is comparable in quality and design with the <br /> phase one development. <br /> The actions required to approve the development of Wabash Crossing Phase II include: <br /> 1. Rezoning Wabash Crossing Second Addition Area from R-6 PUD to PD, Planned <br /> Development District <br /> 2. Amending the Planned Unit Development <br /> 3. Amending Wabash Crossing First Addition PD <br /> 4. Vacating public rights-of-way and alleys <br /> 5. Approving Wabash Crossing Second Addition Preliminary and Final Subdivision Plat <br /> The City Plan Commission voted 8-0 with one abstention to recommend approval of all the petitions at <br /> the October 6, 2005 hearing; the minutes of the meeting are attached. <br /> BACKGROUND: The development of the former site of Longview Place is the continuation of <br /> redeveloping the blighted Near North neighborhood with a mixed-use development including single, <br /> duplex, fourplex and multi-family units. The petitioner proposes to construct 202 dwelling units in 65 <br /> buildings on the site. Of the total units, 175 rental units will be located in 38 buildings and 27 owner- <br /> occupied units will house single-family residences. The proposed development includes designs for <br /> the rental units to be constructed. The design for the owner-occupied units will be part of a later <br /> amendment to the PD. <br /> Residential streets will vary in specific treatments in order to accommodate individuality within the <br /> neighborhood but will follow the same general principles throughout, including: narrow driving lanes, <br /> on-street parallel or angled parking bays, landscaped boulevard strips and sidewalks. A decorative <br /> streetlight that is consistent with the Phase I development will be used on the residential streets. <br /> One public park area, Orchard Green, will be provided in the development. A fenced playground will <br /> be located on the east end of the park while a thirty-five foot tall clock tower will be located on the <br />
