At that time, the petitioner had no plans for Lots 15 and 16. <br /> 4. At the February 18, 2002, the City Council approved the rezoning of 2071 and 2117 East Damon <br /> Avenue. During the February 5, 2002 City Plan Commission, the petitioner withdrew his request to <br /> rezone Lot 15 and the north 182 feet of Lot 16 on Pythian Avenue (2120 and 2110 East Pythian <br /> Avenue). <br /> PROJECT DESCRIPTION <br /> 5. The petitioner proposes to rezone 2120 and 2110 Pythian Avenue from R-2, Single Family Residence <br /> to B-2, Commercial District to allow for the construction of a building to handle their shipping <br /> operations for their expanding business. <br /> 6. A buffer ard between ten 10 and fi <br /> y ( ) fty (50) feet (ten percent of the frontage) must be provided <br /> adjacent to residential districts. <br /> STAFF ANALYSIS <br /> 7. The Decatur Urban Land Use Plan depicts the neighborhood of this petition as a residential pocket in <br /> the heart of an industrial area. <br /> 8. Ordinarily, staff would oppose such a lot-by-lot encroachment into an established neighborhood. <br /> Prior rezoning approvals have changed the nature and land uses along Pythian Avenue as well as <br /> Damon Avenue. Lot 15 (2120 East Pythian Avenue) is now surrounded on the north, east, and south <br /> by either commercial or industrial zoning; therefore, staff is not opposed to the rezoning of Lot 15 as <br /> it is now compatible with adjacent zonings. 5 I�g , I� 7, <br /> 10. However, staff is not supportive of the rezoning of the north 182 feet of Lot 15 (2110 East Pythian � <br /> Avenue). There is a single family shucture on the south half of Lot 15 and the lot is still surrounded <br /> on the north,west, and south by single family units that seem to be occupied. <br /> STAFF RECONIMENDATION <br /> 1. Based on the above analysis, staff recommends approval of 2120 East Pythian Avenue subject to <br /> the following conditions: site, landscaping and lighting plans for the building and parking area must <br />
