ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. OS-137
August 22, 2005
TO: Honorable Mayor Paul Osborne and City Council
FROM: Steve Garm , City Manager
Dane C. Brag , AICP, Assistant City Manage{
Kathy J. Miller, AICP, Senior Planner/
Greg C. Crowe, Economic Development Coordinat
SUBJECT: Request to rezone 2995 North 27th Street
SUMMARY RECOMMENDATION: Staff recommends approval of the petition to rezone the
premises from B-1 Neighborhood Shopping District to O-1 Office District. The City Plan Commission
recommended approval with a 6-0 vote at the July 7, 2005 and with an 8-0 vote with one abstention at
the August 4, 2005 Plan Commission meeting; the minutes of both meetings are attached. The Plan
Commission voted on the matter twice because of an error in the address for the public hearing notice
in the Herald and Review. The public needed to be notified again with the proper address.
BACKGROUND: In May of 1999, the site was rezoned by the City Council to B-1 Neighborhood
Shopping District from O-1 Shopping District at the request of Decatur Earthmover Credit Union. The
petitioner requested the rezoning to allow for the construction of a drive-up banking facility which is
currently not in the future plans for the Credit Union.
The petitioner is requesting the rezoning to O-1 Office District to allow for the construction of an
electronic message unit displaying time and temperature that is not allowed in a B-1 Neighborhood
Shopping District.
INPUT FROM OTHER SOURCES: N/A
POTENTIAL OBJECTION: There were no objectors to the rezoning at the Plan Commission
meeting.
STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe at 424-2725 or at
gccrowena,decaturnet.org.
BUDGET/TIME IMPLICATIONS: None
