No. OS-23 Petition of TYSON AND BILLY ARCHITECTS, P.C., <br /> to amend the B-2 PUD Commercial District Planned <br /> Unit Development to include the Victorian Woods 5enior <br /> Living Facility at 3910 West Main Street. <br /> Ms. Suzan Stickle was sworn in by Ms. Jesse. <br /> Ms. Stickle gave the recommendation of staff: <br /> The subject property contains approximately 30 acres and is currently vacant. The <br /> property is located across West Main Street from Scovill Golf Course and was annexed <br /> into the City of Decatur in July 1971. <br /> The final plat of subdivision dividing the property into fifteen lots was approved by the <br /> City Council in August 2004. North Pazkway Crossing Drive runs nortrrsouth through <br /> the subdivision connecting US Route 36 to West Main Street. <br /> The B-2 Planned Unit Development was approved by the City Council in May 2002. The <br /> PUD is part of a development agreement executed between the City of Decatur and Real <br /> Estate Investors of Decatur. <br /> The original PUD was to include various commercial, office and multi-family residential <br /> uses. Lots 13, 14 and 15 were to be used for neighborhood commercial, multi-family or <br /> office development. <br /> The petitioner proposes to amend the approved PUD in order to construct a 60 unit senior <br /> living facility. It will be a two story facility located on an approximate three (3) acre lot. <br /> The proposed facility will be located on lots 13 and 14 of Cardwell Crossing. <br /> The only access to this site will be from North Parkway Crossing Drive,there will be no <br /> access to this facility from West Main Street. <br /> The proposed 60 unit facility site plan has met all the requirements of the Zoning <br /> Ordinance and has been approved by the Department of Economic and Urban <br /> Development and the Department of Engineering and Infrastructure. <br /> The proposed senior living facility meets the intent of ihe original PUD which was <br /> designed to allow for a more residential character and use to the south end of the tract. <br /> The facility also will blend well with the surrounding uses and the overall character along <br /> West Main Street. <br /> Based on the previous analysis, the proposed PUD amendment is consistent with the <br /> intent of the original PUD. Staff recommends approval of the petition as proposed. <br />
