ECONOMIC AND URBAN DEVELOPMENT MEMORANDUM
Memo No. OS-112
June 13, 2005
TO: Honorable Mayor Paul Osborne and City Council
FROM: Steve Garman, City Manager iM ' M
Dane C. Bragg, AICP,Assistant City Manager
Kathy J. Miller, AICP, Senior Planner►Yh
Greg C. Crowe, Economic Development Coordinator.-
SUBJECT: Request to rezone a portion of Spring Creek Plaza to PD Planned Development
SUMMARY RECOMMENDATION: Staff recommends approval of the petition to rezone the
premises from B-2 Commercial District to PD Planned Development.
The City Plan Commission recommended approval with a 6-0 vote at the June 2, 2005 Plan
Commission meeting; the minutes of the meeting are attached.
BACKGROUND: In September of 2004, Spring Creek Plaza was rezoned by the City Council to B-2
Commercial District. The petitioner requested the rezoning to help facilitate redevelopment of the site
by increasing the marketability of the shopping center with increased allowable uses.
The petitioner is requesting the rezoning to PD Planned Development to allow for the construction of a
freestanding Walgreens with a drive through pharmacy. The petitioner plans to tear down the part of
the retail strip east of the current Walgreens which includes a former grocery store, Monicals Pizza and
shops on the southeast end of the building. The new freestanding building will front Monroe Street
with the north faade of the building lining up with the remaining retail strip. The current Walgreens
space will be vacated and may be expanded for future redevelopment.
The development of the proposed Walgreens along with the demolition of part of the retail strip has
brought about unique design issues for the site including landscaping, lighting, signage and parking.
The planned development zoning allows the flexibility to address these issues that complicate the site
with the current B-2 zoning.
INPUT FROM OTHER SOURCES: N/A
POTENTIAL OBJECTION: There were no objectors to the rezoning at the Plan Commission
meeting.
STAFF REFERENCE: Any additional questions may be forwarded to Greg Crowe at 424-2725 or at
ccrowe(adecaturnet.org.
BUDGET/TIME IMPLICATIONS: None
