- Fage 2 of 3 <br /> Spring Creek Plaza <br /> June 2, 2005 <br /> 2. The development of the proposed Walgreens along with the demolition of part of the retail <br /> strip has brought about unique design issues for the site including landscaping, lighting, <br /> signage and parking. The planned development zoning allows the flexibility to address these <br /> issues that complicate the site with B-2 zoning. <br /> 3. Future redevelopment of the existing retail strip includes possible expansion of the existing <br /> Walgreen's store,which is noted on the site plan. <br /> STAFF ANALYSIS <br /> 1. . The proposed front yard landscaping along Monroe Street, which meets the landscaping point <br /> requirements of the Zoning Ordinance, is located in the right-of-way. The Department of <br /> Engineering and Infrastructure has accepted the landscaping along Monroe Street with the <br /> following conditions: <br /> a. The owner of the property will be responsible for the maintenance of the landscaping and <br /> adjoining rights-of-way in accordance with City Code and ordinances. <br /> b. The City will have, at all times, the right of access and the use of its rights-of-way. <br /> c. If deemed necessary, the City has the right to remove the landscaping from the <br /> right-of-way with no reimbursement to the property owner. <br /> 2. The petitioner is required to plant a 36 inch continuous hedge along Monroe Street to screen <br /> the parking spaces which encroaches into the required front yard setback. <br /> 3. The existing pylon sign on the corner of Monroe Street and Pershing Road is to be removed <br /> and replaced as noted on the site plan and the sign detail sheet. The existing pylon sign for <br /> Perkins Restaurant is to remain for the existing tenant and future tenants for Lot 6 as long as <br /> the sign's height does not increase over the existing fifteen (15) feet and the sign's total area <br /> does not increase above the existing eighty(80) square feet. The existing pylon sign north of <br /> the entrance on Monroe Street is to be removed; a new pylon sign south of the entrance is to <br /> be constructed as noted on the site plan and the sign detail sheet. Any further signage <br /> changes will need to be submitted as part of an amendment to the planned development. <br /> 4. The parking provided for Walgreens,which meets the requirements of the Zoning Ordinance, <br /> includes the 85 spaces to the east and south of the proposed new building. The pazking lot to <br /> the north of the proposed building is part of the Reciprocal Easement Agreement (REA) <br /> between the tenants of Spring Creek Plaza which includes pazking allowances for all users. <br /> 5. The submitted lighting plan meets the requirements of the Zoning Ordinance. <br /> STAFF RECOMMENDATION <br /> 1. Staff recommends approval of the proposed rezoning petition with the following condition: <br /> a. Future redevelopment of the remaining parts of the retail strip will require that a site plan <br /> including parking calculations, a landscaping plan for the remaining parking area and the <br /> front yard along Pershing Road and a lighting plan be submitted to the Department of <br /> Economic and Urban Development as part of an amendment to the PD. The amended PD <br /> will need to be approved by City Council before building permits are issued for the <br /> remaining parts of the retail strip. <br /> b. The site will be developed according to the plans marked Exhibit A. <br />
