No. OS-20 Petition of PRAIRIELAND DEVELOPMENT to vacate <br /> the alleys located between the 1100 Blocks of East ' <br /> Eldorado Street and East Cerro Gordo Street. I <br /> Ms. Kathy Miller was swom in by Ms. Jesse. <br /> Ms. Miller gave the recommendation of staff: <br /> In the late 70's, the Jasper and Eldorado Streets intersection was improved with two one� <br /> way couples running two blocks north and south of Eldorado Street. Advance Auto <br /> proposes to construct a retail auto parts store on the tract of property located between the <br /> couples. The north alley (on the proposed tract) and the adjacent right-of-way is required <br /> for the tract to meet the Zoning Ordinance requirements for developing the retail store <br /> (building and parking lot setbacks) as the site has four front yard. <br /> Utility letters have been received stating agreement with the proposed vacation. An <br /> easement will be reserved for utility access in the north alley. <br /> Prairieland Development owns all the property adjacent to the right of way. The State of <br /> Illinois owns right-of-way adjacent to the pazcel; the developer is in the process of <br /> purchasing the extra right-of-way from the state. <br /> An appraisal was submitted by the petitioner with an estimated marl�t value of$1,600 <br /> ($0.45 per square foot) for both alleys. A second appraisal is not required. The petitioner <br /> will pay the City of Decatur$1600 for the vacated alleys. <br /> Staff is of the opinion that the best int�rests of the City of Decatur would be ser�d by <br /> approving the request to vacate the alley right of ways. Staff recommends approval of <br /> the petition. <br /> The Administrative Policy of the City of Decatur requires that property vacation requests <br /> be submitted for a public hearing. Although a Plan Commi$ion recommendation is not <br /> required, a motion to forward the request of Cal. No. OS-20 to the City Council with a <br /> recommendation of approval is suggested. - <br /> Mr. Steve Kuper, representative for the petitioner, was sworn in by Ms. Jesse. <br /> Mr. Kuper stated that a one story building was being proposed for an auto parts business. <br /> There were no objectors present. <br />
