Excerpts of Plan Commission Meeting March 3, 2005 <br /> Cal. No. OS-11 Petition of STERLING DEVELOPMENT, LLC, to rezone <br /> the premises at 140 West Marion Street and 1005— 1085 <br /> South Main Street from M-1 Intense Commercial—Light <br /> Industrial District to R-6 Multiple Dwelling District. <br /> Ms. Suzan Stickle was sworn in by Ms. Jesse. <br /> Ms. Stickle gave the recommendation of staff: <br /> The subject site is approximately three (3) acres and is currently vacant. Utilities are <br /> available at the site. <br /> The petitioner requests rezoning to R-6 Multiple Dwelling District to allow for the <br /> construction of an approximate 80 unit senior facility and a parking lot to serve the site. <br /> The surrounding zoning includes R-5 Two-Family Residence District, B-1 Neighborhood <br /> Shopping District and M-1 Intense Commercial/Light Industrial District. The proposed <br /> rezoning is compatible with the adjacent zoning districts. <br /> The Comprehensive Plan shows the area as Light Industrial or Planned Commercial <br /> Development; however, the R-6 Multiple Dwelling District is compatible with the <br /> adjacent uses in the area. <br /> Staff recommends approval of the rezoning petition with the following condition: <br /> A site, landscaping and lighting plan meeting the requirements of the Zoning <br /> Ordinance will be submitted and approved by the Engineering and Infrastructure <br /> Department and the Economic and Urban Development Department. <br /> Section XXIX requires the Plan Commission to hold a public hearing on a rezoning <br /> request, and then forward its report and recommendation to the City Council for final <br /> approval. A motion to forward Calendar Number OS-11 to the City Council with a <br /> recommendation for approval is suggested. <br /> Mr. Nordholm questioned staff as to why sometimes there are blue prints and plans of a <br /> property and sometimes there are not. Ms. Stickle stated when it is a straight rezoning a <br /> site plan is not needed, plans are needed only if it is a Planned Development. <br /> Mr. John questioned when it is a straight rezoning if staff takes into consideration traffic, <br /> etc. Ms. Stickle stated that there are Technical Review Meetings which involves the <br /> following departments: Engineering, Economic and Urban Development, Water, and <br /> Fire. It is after those meetings that staff does their recommendation. <br />
