members appointed by the Mayor shall be appointed for a term of three years, said <br /> terms to commence the first day of September. Vacancies shall be filled by the <br /> Mayor with advice and consent of the Council for the unexpired terms. One of <br /> those members appointed by the Mayor shall be a Contractor or Mechanic with at <br /> least five years experience in the installation of steam and hot water boilers and <br /> accessory equipment used for heating; one such member shall be a Contractor or <br /> Mechanic with at least five years experience in the installation and maintenance of <br /> coal, gas, oil or electrical supplied residential heating systems; one such member <br /> shall be a Contractor or Mechanic with at least five years experience in the <br /> installation and maintenance of refrigeration systems; and four such members shall <br /> have qualifications other than those mentioned herein which the Mayor may deem <br /> appropriate for service as such commissioners. <br /> CHAPTER 27 <br /> - CONSTRUCTION AND HOUSING BOARD OF APPEALS - <br /> 1. ESTABLISHED. There is hereby established a board of appeals to be <br /> known and designated as the "Construction and Housing Board of Appeals" <br /> consisting of seven��e�s residents of the Citv to be appointed by the Mayor, <br /> with the consent of the Council, for terms of four years, and who shall serve <br /> without compensation. One member of the Board shall at all times be a <br /> professionally trained person familiar with building structures; one member shall be <br /> the Chairperson of the Electrical Commission; one member of the Board shall at all <br /> times be a professionally trained person familiar with sanitation and health <br /> problems; and one member of the Board shall at all times be trained in and familiar <br /> with electrical installations. <br /> CHAPTER 28 <br /> -UNLAWFUL DISCRIMINATION- <br /> SECTION 2-2. The Human Relations Commission shall consist of thirteen <br /> (13) �berg residents of the Citv appointed by the Mayor with advice and <br /> consent of the City Council. In making appointments, the Mayor shall comprise <br /> such membership by selecting citizens that broadly represent community segments <br /> as to race, creed, color, religion, sex, national origin, ancestry, handicap, <br /> education, labor and management. <br />
