� The Phase I parking provided is adequate for the proposed uses within the development. <br /> The total parking required for all the proposed uses in this phase is 216 the development <br /> provides 254 parking spaces. <br /> The proposed development is separated into four phases. The phases allow for the <br /> logical expansion of the development as the financing becomes available to the <br /> petitioner. Site, landscaping and lighting plans for each phase will be reviewed by the <br /> Department of Economic and Urban Development and the Department of Engineering <br /> and Infrastructure. They must be approved by both departments before building permits <br /> will be issued. <br /> Staff recommends approval of the rezoting petition. <br /> Section XXIX requires the Plan Commission to hold a public hearing on a rezoning <br /> request, and then forwazd its report and recommendation to the City Council for final <br /> approval. A motion to forward Calendar Number OS-07 to the City Council with a <br /> recommendation for approval is suggested. <br /> Mr. Phil Cochran, representative for petitioner, was sworn in by Ms. Jesse. <br /> Mr. Cochran stated that Heartland Community Church has experienced great growth and <br /> is very excited to continue expanding with an Old Wild West Theme Pazk. Mr. Cochran <br /> stated that the church is doing a lot of fundraising in order to start Phase I. <br /> Mrs. Wegi Stewart questioned whether the 26 acres would be for all phases of the park <br /> and would it be owned and controlled by the church. Mr. Cochran stated that all three (3) <br /> phases would be built on the 26 acres and it would be owned by the church. <br /> No objectors were present. <br /> It was moved and seconded(Smith/Nordholm)to forwazd Cal.No. OS-07 to the City <br /> Council with the recommendation for approval as submitted by petitioner. Motion <br /> carried unanimously. <br />
