The subject property is surrounded by M-2 Heavy Industrial District to the south, west and east. The <br /> abutting property to the north is zoned M-1 Light Industrial District. The subject property is located <br /> in an area consisting of mostly industrial facilities; there is a new school located to the north of this <br /> property. With the exception of the school to the north, all of these land uses are compatible uses <br /> with that of an automotive storage yard. There is a concrete wall serving as a barrier and site break <br /> between the new school and East Sangamon Street. <br /> 2. A conditional use permit is allowed for properties that operate for the public convenience, are <br /> designed, located and operated so as not to be detrimental to the health, safety and welfare of the <br /> general public and will not substantially diminish the value of property in the surrounding <br /> neighborhood. Staff is of the opinion that an automotive storage yard will not be detrimental to the <br /> health, safety and welfare of the general public and will not substantially diminish the value of the <br /> properties in the surrounding neighborhood. <br /> STAFF RECOMMENDATION <br /> 3. Staff recommends approval of the conditional use permit subject to the following conditions: <br /> A. Screening around the entire site in the form of a chain-link fence with slats will be <br /> required. The fencing needs to be six (6) feet tall with an additional two (2) feet of <br /> barbed wire on top. Alternatively, an eight(8) foot privacy fence will be allowed. <br /> B. A site plan and a landscaping plan shall be submitted and approved by the <br /> Department of Economic and Urban Development and the Department of Engineering <br /> and Infrastructure. <br /> C. If the site is secured with a locked gate, a Knox lock will be required for emergency <br /> vehicle access. <br /> PLAN COMMISSION ACTION ' <br /> 5. Section XXII requires Conditional Use requests be submitted to the Plan Commission for a public <br /> hearing for report and a study on the effect of the proposed use on the comprehensive plan and on the <br /> character and development of the neighborhood. A motion to forward the request of Cal.No. OS-Ol to <br /> the City Council with a recommendation of approval is suggested. <br /> The above report constitutes the testimony and recommendation of the Planning and Economic <br /> Development Division,Economic and Urban Development Department,City of Decatur. <br /> Suzan Stickle <br /> Planner <br /> ATTACHMENTS <br /> 1.
