Screening around the entire site in the form of a chain-link fence with slats will be <br /> required. The fencing needs to be six (6) feet tall with an additional two (2) feet of <br /> barbed wire on top. Alternatively, an eight(8) foot privacy fence will be allowed. <br /> B. A site plan and a landscaping plan shall be submitted and approved by the Department ' <br /> of Economic and Urban Development and the Department of Engineering and <br /> Infrastructure. ; <br /> G If the site is secured with a locked gate, a Knox lock will be required for emergency I', <br /> vehicle access. �!� <br />, Staff is of the opinion that the proposed conditional use permit for an automotive storage yard is II, <br /> compatible with the adjacent land uses in the area. Staff is also of the opinion that an automotive I, <br /> storage yard will not be detrimental to the health, safety and welfare of the general public and will not I <br /> substantially diminish the value of the properties in the surrounding neighborhood. � <br /> The City Plan Commission voted 8-0 to recommend approval of this petition at the January 6, 2005 I� <br /> hearing; the minutes of the meeting are attached. , <br /> BACKGROUND: The petitioner is requesting a conditional use permit to operate an automotive ' <br /> storage yard at 1101 East Sangamon Street; the premises is currently zoned M-2 Heavy Industrial �'� <br /> District. �, <br /> The petitioner currently operates a towing service and would like to expand the operation at this �I <br /> location; additionally, the petitioner proposes to store automobiles at this location. The main storage ', <br /> of vehicles will occur inside buildings on the site and overflow vehicles will be stored outside. This <br /> facility will serve as a central location for the storage of vehicles, the dispatching of tow trucks, <br /> retrieving of vehicles by their owners and examination of vehicles by law enforcement and insurance <br /> representatives. <br />
