. i
In the process of preparing the revisions to Chapter 74 City staff did obtain comments from a
limited number of selected outside local sources considered to have a direct interest in this
matter. These included Charles Hunsinger of Bainbridge, Gee, Milanski & Associates; Phillip
W. Cochran; and Greg Kutchy and Gary Hornickel of the Sanitary District of Decatur. In
addition, staff did review the codes and ordinances from other agencies as a matter of practice to
obtain information on how other agencies may regulate and address issues that are similar to
those the City encounters.
A copy of the proposed revised Chapter 74, Sewer Service and Connections (Exhibit A), is
attached. The proposed revisions represent a significant and substantive change to the existing
Chapter 74. An "executive summary" is attached listing the substantive revisions to the current
Chapter 74 and the reason for incorporating the proposed revision.
A copy of the proposed revised Chapter 75, Water Connections and Services (Exhibit B), is also
attached. The proposed revisions to Chapter 75 are basically renaming the chapter and the
deleted language referencing sewer service and connections.
The revisions to Chapter 74 will aid the City in better managing and maintaining the integrity of
its sanitary sewer system. This will primarily occur through improved guidance and control
relating to the installation of sanitary sewer services and the manner in which they are used,
managed and maintained.
POTENTIAL OBJECTION: No known objectors.
INPUT FROM OTHER SOURCES:
Input was obtained from Matt Newell, City Engineer, and Wendy Morthland, Corporation
Counsel. Input from outside sources included Charles Hunsinger of Bainbridge, Gee, Milanski
&Associates; Phillip W. Cochran; and Greg Kutchy and Gary Hornickel of the Sanitary District
of Decatur.
STAFF REFERENCE:
The Director of Engineering and Infrastructure, Steve Swanson, will be in attendance at the City
Council meeting to answer any questions of the Council on this item. If there are questions or
comments on this matter, please contact him at 424-4747 or by email at
spswanson@decaturnet.org.
BUDGET/TIME IMPLICATIONS:
There are no direct budget implications to the City.
attach: 4
cc: John Smith, Assistant City Manager for Public Services
Dane Bragg, Asst. City Manager for Economic &Urban Development
Keith Alexander, Director of Water Management
Matt Newell, City Engineer
Phil Wilhelm, Municipal Services Manager
Page 2
