�w ? t I <br /> . , <br /> EXECUTIVE SUMMARY <br /> � � <br /> REVISIONS TO CHAPTER 74— SEWER CONNECTIONS <br /> CITY CODE OF DECATUR <br /> December, 2004 <br /> The following statements summarize the substantive revisions to Chapter 74, Sewer <br /> Connections, of the City of Decatur Code. <br /> 1. GENERAL REVISIONS TO THE CHAPTER. <br /> a. Chapter 74 has been reorganized to provide the systematic succession of the <br /> sections to place them in a logical sequence of activity and/or importance. <br /> b. Formatting changes were made to paragraphs in existing sections of Chapter 74 <br /> and those sections removed from Chapter 75 and incorporated into Chapter 74 <br /> to improve their readability by reducing the length of the paragraphs. <br /> c. Editing changes in the entire chapter to reference City staff by specific title. This <br /> is been done to ensure the understanding of which City staff has the <br />� responsibility and authority for matters covered in this chapter. <br /> d. Editing changes in the entire chapter to specifically reference the property owner <br /> as the responsible party to undertake a described action and/or to have the <br /> financial responsibility for a described action. <br /> 2. Section 2, CONNECTIONS TO PUBLIC SEWER REQUIRED. <br /> a. Second paragraph. New language is added to provide definition as to when a <br /> public sewer is considered available/accessible. The current language in <br /> Chapter 75 simply says that a property owner is required to connect when the <br /> public sewer is accessible. <br /> b. Third paragraph. New language is added to provide a form of appeal to the <br /> Director of Engineering & Infrastructure to defer a connection in the event the <br /> definition of a public sewer being available is satisfied but a property is separated <br /> from the public sewer by a physical barrier that creates an undue hardship for <br /> making a connection. <br /> 3. Section 3, PERMIT REQUIRED. New language is added to require a permit to <br /> reconnect, make repairs or make modifications to an existing sewer service. This <br /> language is added to ensure the City has the opportunity to observe and inspect work <br /> being done on an existing sewer service. <br /> 4. Section 4, APPLICATION FOR PERMIT. New language is added to require that a <br /> property owner verify that they have paid all fees including the annexation fee, if <br /> applicable, to the Sanitary�District of Decatur. <br />, 5. Section 5, ANNEXATION TO THE SANITARY DISTRICT OF DECATUR REQUIRED. <br /> A new section is added to further state the requirements for properties connecting to the <br /> City of Decatur's sewer system to be annexed into the service area of the Sanitary <br /> District of Decatur. <br />� n ua e is added to clari that the <br /> 6.
