DRIVER'S LICENSE REQUIRED. <br /> A. No person shall drive any livery vehicle as defined herein on the streets and <br /> public ways of the City without a license so to do. <br /> B. No operator of a livery vehicle shall employ any person to drive any such <br /> vehicle on the streets and public ways of the City who does not have a driver's license <br /> issued to such person by the City. <br /> 13. APPLICATION FOR DRIVER'S LICENSE. Each applicant for a driver's <br /> license must certify and fulfill the following requirements: <br /> (a)They are at least eighteen (18) years of age; <br /> (b) They are of sound physique, with good eyesight, and not subject to epilepsy, <br /> vertigo, heart trouble, or any other infirmity of body or mind which might render him <br /> unfit for the safe operation of the vehicle; <br /> (c) They are able to speak, read and write the English language plainly; <br /> (d) They are clean in dress, and person, and not addicted to the use of intoxicating <br /> liquors or habit-forming drugs; <br /> (e) Fill out upon a blank form to be provided by the Financial Management <br /> Department of the City of Decatur, a statement giving his full name, including his full <br /> first name and middle name, his residence, his date of birth, social security number, <br /> whether a citizen of the United States, whether or not he has ever been convicted of a <br /> felony, whether or not he has ever been previously licensed as a driver or chauffeur, and <br /> if so, when and by what authority, whether or not his license has ever been revoked or <br />
