i ,
MINUTES OF THE MEETING
OF THE
TRAFFIC AND PARKING COMMISSION
Tuesday, October 12, 2004, 4:00 P.M.
Engineering Conference Room
Third Floor, Civic Center
The October 12, 2004 meeting of the Traffic and Parking Commission was called to order at
4:05 p.m. in the Engineering Conference Room, Third Floor, Dectur Civic Center, by
Chairman, Phil Bauer, who determined a quorum present.
Members Present: Citizens: Phil Bauer, April Veteto, and Ed Harris .
Staff: Deputy Chief Todd Walker, Battalion Chief Les Lockwood,
Matt Newell, and Joselyn Stewart
Other Staff Present: Janet Poland
Other Citizens Present: Claudia Williams
Item # 1 Request for handicapped parking space on Edward Street for 411 West
Main Street
Matt Newell provided the Commission with a drawing showing the location of Architectural
Restorations, Inc. and the parking space staff has recommended for the on street handicapped
parking. Claudia Williams from Architectural Restorations was present to answer any questions
the Commission may have. Architectural Restorations has a parking lot behind their building,
however, there is no access to the handicapped accessible entrance from the parking lot. I
Newell stated the proposed handicapped parking space on the street is the best opportunity the
business has for adequate handicapped parking. Phil Bauer commented his only concern with
the handicapped space on the street is the narrowness of Edward Street which could result in a
dangerous situation. Newell stated the options are limited with the parking lot behind the
business being handicapped inaccessible. Ms. Williams said Architectural Restorations is
aware this is not a reserved handicapped spot for their business and that anyone with a valid
handicapped placard or license plate would be allowed to park in the space.
Staff recommends approval of the request for a handicapped parking space on Edward Street
It was moved and seconded (Veteto / Harris) to follow staff recommendation. Motion carried
unanimously.
Item #2 Request for handicapped parking space in front of 1611 North Union Street
Newell stated that Mr. Coleman came to the office requesting a handicapped parking space in
front of his residence. Mr. Coleman is handicapped and shares a driveway with his neighbor at
1625 North Union Street. The driveways do split off but access from the street and between the
houses is a shared drive. The concern for Mr. Coleman is that at times access to his drive is
blocked by the neighbors or people that are visiting his neighbors.
