Excerpts from Historical and Architectural Sites Commission Minutes of October 20,
2004 ,
Conditional Use—Historic Neighborhood Use—Tea Room, Architectural Restorations— ,
411 West Main Street '
Ms. Stickle presented the recommendation of staff:
The petitioner is requesting a Historic Neighborhood Use Conditional Use Permit in the I
R-6 Multiple Dwelling District to operate a tearoom. The proposed tearoom will be I
located in a single family residential structure built in 1866. The petitioners have I
renovated the structure and have realized that it is cost prohibitive to utilize the structure
as a single family residence. They propose a historic neighborhood use to utilize the
structure as a tearoom. It will operate for lunch from 10:00 A.M. to 2:00 P.M. Tuesday
, through Saturday and will be open for formal teas as well.
The Traffic and Parking Commission granted a request for an on street handicapped
parking stall in the 100 Block of South Edward Street on Tuesday, October 13, 2004.
, The parking in the rear of the structure did not provide adequate access for handicap
accessibility. There will be two (2) parking spaces provided in the rear of the structure.
, The petitioner has secured an agreement with St. Paul's Lutheran Church for the use of
their parking lots; 27 spaces on the Wood Street lot, 39 spaces on the Main Street lot and
72 spaces on their east lot. The Wood Street lot and the Main Street lot are both within
300 feet of the subject property which is required by the Zoning Ordinance. The Zoning
Ordinance requires 33 spaces to operate this tearoom and with two (2) of the three (3)
parking lots under agreement with St. Paul's being within 300 feet the tearoom meets the
required number of parking spaces.
The subject property is surrounded by R-6 Multiple Residence District to the north, west
and east. There is also O-1 Office District abutting the southeast portion of the property.
The abutting property to the south is zoned B-2 Commercial District. The subject
property is located in an area consisting of parking lots, churches, offices as well as
single and multi-family residences. All of these land uses are compatible uses with that
of a tearoom.
A historic neighborhood use is allowed for properties within a historic district when the
historical and architectural character of the building is preserved as well as the historical
and architectural character of the surrounding neighborhood. The petitioner does not
plan to change the exterior character of the building. Staff is of the opinion that the
tearoom will not be detrimental to the historical or architectural character of the
surrounding neighborhood.
Based on the above analysis, staff recommends approval of the historical neighborhood
use conditional use permit with the following conditions:
