character of the building as well as the historical and architectural character of the <br /> surrounding neighborhood. The petitioner does not plan to change the exterior character <br /> of the building. Staff is of the opinion that the tearoom will not be detrimental to the <br /> historical or architectural character of the surrounding neighborhood. <br /> Staff recommends approval of the conditional use permit historic neighborhood use <br /> subject to the following conditions: <br /> A. A resolution with the Capital Development Board and the Illinois Historic <br /> Preservation Agency regarding the bathroom door size for handicapped <br /> accessibility. <br /> B. Building Inspections, Macon County Health Department and the Fire Department <br /> require sealed architectural drawings showing floor plans of the intended use as a <br /> tearoom. The drawings must be approved before a Certificate of Occupancy is <br /> issued <br /> C. The kitchen must meet the requirements for a commercial kitchen. Full hood <br /> suppression must be installed if any frying or oil cooking is going to occur. <br /> D. The parking lot in the rear of the structure must be constructed of an approved <br /> surface meeting City of Decatur standards before a Certificate of Occupancy is <br /> issued. <br /> E. The proposed handicapped accessibility lift on the front porch must be installed <br /> prior to the Certificate of Occupancy being issued. <br /> F. Inspections will be required by the Economic and Urban Development <br /> Department,the Fire Department and the Macon County Health Department <br /> before a Certificate of Occupancy will be issued. <br /> Mrs. Rhonda Glidewell and Mrs. Claudia Williams, petitioners, were sworn in by Ms. <br /> Jesse. <br /> Mrs. Glidewell stated that between herself, Mrs. Potter, Mrs. Williams, and their <br /> organization, they restored approximately 100 homes in the west end of Decatur and are <br /> hoping to restore many more. Mrs. Glidewell stated that it is their intent to try and <br /> increase business and in saving many of the historic structures in the Historic west end <br /> neighborhoods. <br /> Mrs. Glidewell stated the property in question was vacant for fifteen(15) years and the <br /> organization paid$45,000 to keep it from being demolished and to have the opportunity <br /> to restore it. <br /> Mrs. Claudia Williams stated she was hoping that the area would bring in more of the <br /> types of businesses that would bring people back to this area for shopping. <br />
