Miller, AICP, Senior Planner�`�� <br /> Suzan Stickle, lanner �l5 <br /> SUBJECT: Reqtiest for a Conditional Use Permit-Historic Neighborhood Use at 411 West Main <br /> Street. <br /> SUMMARY RECOMMENDATION: Staff recommends approval of the conditional use permit- <br /> historic neighborhood use subject to the following conditions: <br /> A. A resolution with the Capital Development Board and the Illinois Historic Preservation Agency <br /> regarding the bathroom door size for handicapped accessibility. <br /> B. Building Inspections, Macon County Health Department and the Fire Department require <br /> sealed architectural drawings showing floor plans of the intended use as a tearoom. The . <br /> drawings must be approved before a Certificate of Occupancy is issued. <br /> C. The kitchen must meet the requirements for a commercial kitchen. Full hood suppression must <br /> be installed if any fiying or oil cooking is going to occur. <br /> D. The parking lot in the rear of the structure must be constructed of an approved surface meeting <br /> City of Decatur standards before a Certificate of Occupancy is issued. <br /> E. The proposed handicapped accessibility lift on the front porch must be installed prior to the <br /> Certificate of Occupancy being issued. <br /> F.� Inspections will be required by the Economic and Urban Development Department, the Fire <br /> Department and the Macon County Health Department befare a Certificate of Occupancy will <br /> be issued. <br /> Staff is of the opinion that the proposed conditional use permit-historic neighborhood use for a II <br /> tearoom is compatible with the adjacent land uses in the area. Staff is also of the opinion that the <br /> tearoom will not be detrimental to the historical or architectural character of the surrounding <br /> neighborhood. <br /> The City Plan Commission voted 9-0 to recommend approval of this petition at the November 4, 2004 <br /> hearing; the minutes of the meeting are attached. <br />
