= Conditional Use Permit 411 West Main Street
November 10,2004
Page Two
BACKGROUND: The petitioner is requesting a conditional use permit to operate a tearoom as a
historic neighborhood use at 411 West Main Street; the premises is currently zoned R-6 Multiple
Dwelling District. The proposed tearoom will operate for lunch from 10:00 A.M. to 2:00 P.M.
Tuesday through Saturday and will be open for formal teas as well. There will be dining areas on both
the first and second floors. The petitioner does not plan to change the exterior of the building.
The required number of parking spaces for the proposed use is 33 spaces. There will be two (2)
parking spaces provided in the rear of the structure. The petitioner has secured an agreement with St.
Paul's Lutheran Church for the use of their parking lots; this will provide an additional 66 spaces
within 300 feet of the subject property which is required by the Zoning Ordinance.
The subject property is surrounded by R-6 Multiple Dwelling District to the north, west and east.
There is also O-1 Office District abutting the southeast portion of the property. The abutting property
to the south is zoned B-2 Commercial District. The subject property is located in an area consisting of
parking lots, churches, offices as well as single and multi-family residences. All of these land uses are
compatible uses with that of a tearoom.
INPUT FROM OTHER SOURCES: The Historical and Architectural Sites Commission found that
the proposed use will preserve the historical character of the building and voted unanimously to
recommend approval of the conditional use permit-historic neighborhood use at the Wednesday,
October 20, 2004 meeting.
The Traffic and Parking Commission granted a request for an on street handicapped parking stall in the '
100 Block of South Edward Street on Tuesday, October 13, 2004. The parking in the rear of the ;
structure did not provide adequate access for handicap accessibility. A lift will be installed on the front
porch to allow for accessibility to the building. 'I
POTENTIAL OBJECTION: There were no objectors to the conditional use permit-historic I
neighborhood use petition at the Plan Commission, HASC or Traffic and Parking Commission
meetings.
STAFF REFERENCE: Any additional questions may be forwarded to Suzan Stickle at 424-2781 or
at smstickle(cdecaturnet.org.
BUDGET/TIME IMPLICATIONS: None
