the placing of a vehicle on blocks, jacks or other elevatin� device <br /> posin�a threat to the public health, safetv and welfare. <br /> A vehicle found to be on the public ri t-of-wav in violation of this section shall be subiect to <br /> immediate removal and towing.pursuant to Section 38(AZ(ii) of this Chapter. <br /> �- E. Except where necessary to avoid conflict with other traffic, or in compliance with <br /> law or the directions of a police of�cer or of�cial trai�ic control device, no personal shall stop, <br /> stand, leave or park any vehicle in a public parking area or on a City street or alley if the vehicle <br /> does not display a current annual registration sticker or temporary permit pending registration. <br /> 38 A. (ii) <br /> (ri) A police officer may remove or cause to be removed a vehicle as authorized herein <br /> without notice to the owner thereof whenever such vehicle is parked or abandoned so as to <br /> constitute an immediate hazard or obstruction to other vehicles on or seeking access to public <br /> streets or alleys, or so as to prevent or hinder repair to, or maintenance o� streets or alleys with <br /> temporary parking restrictions for that purpose, provided tha.t notice as required in subparagraph <br /> (i)hereof is given to such owner, if the same can be ascertained, within 24 hours of such removal <br /> or if a vehicle is pazked or located onpublic streets, allevs or ri�ht-of-ways in violation of Section <br /> 35 (D) of this Chaapter. If the owner of such vehicle appears as provided within seven (7) days <br /> after such notice is given, or within seven (7) days of removal if no notice was given, as the case <br /> may be, and it is found that no probable cause exists to believe that the violation occurred as <br /> alleged, the vehicle shall be released to such owner by the City without payment of any fees by <br /> such owner. <br />
