Page 2 of 2 • • •
Spring Creek Plaza
September 2, 2004
STAFF ANALYSIS
1. Development in the immediate vicinity of the site has occurred as planned unit development.
The Osco Drug facility to the east is zoned B-3 and the office facilities to the north are zoned
O-1, Planned Unit Development. These sites have been developed as such to ensure the
quality and appropriateness of the development within the residential context.
2. The City has required similar shopping centers in the northern part of Decatur to satisfy the
requirements of PUD zoning, including: Mound Center, Brettwood Village, Wal-Mart North
and the Circuit City complex.
3. Altering the existing site configuration raises sensitive design concerns regarding the site
layout: building setbacks; site access; parking; signage; lighting and landscaping
requirements. The rezoning to Planned Shopping District would allow the site to be
redeveloped in a comprehensive manner.
STAFF RECOMMENDATION
1. Because there are many challenges to redeveloping the site, staff is of the opinion that the
property should be rezoned to B-3 Planned Shopping Center District. Staff believes that B-2
Commercial District is too intense for the site and inconsistent with neighboring uses.
Accordingly, staff recommends denial of the petition as proposed.
PLAN COMMISSION ACTION
1. Section XXIX.G.1 of the Zoning Ordinance requires the Plan Commission to hold a public
hearing on a rezoning request, and then forward its report and recommendation to the City
Council for final approval. A motion to forward Calendar Number 04-47 to the City Council
with a recommendation for denial is suggested.
The above report constitutes the testimony and recommendation of the Planning and Economic
Development Division, Economic and Urban Development Department, City of Decatur.
Greg C.
