facility, this will require a new site plan which will require an enormous expense to be <br /> placed upon the Owner/Developer of this property. <br /> Mike Wakeland entered the room at 3:27 P.M. <br /> Vance Barr, Barr Real Estate, was sworn in by Ms. Jesse. <br /> Mr. Barr stated that the bank has retained his services to help sell the property. Mr. Barr <br /> stated his experience with selling commercial real estate and commented that this <br /> property will be complicated to sell because of the steep slope on the one side and that <br /> 61% of the space is vacant, and is also a somewhat distressed piece of property to market <br /> and will take a lot of money to get back on its feet. The developer does not want a lot of <br /> variables and by having the zoning changed it would make the property more marketable. <br /> It is Mr. Barr's opinion that if it is known as a PUD most developers will not look at the <br /> property. <br /> Mrs. Sadorus stated that she does not believe a B-3 is that restrictive and that most of our <br /> successful shopping areas are zoned B-3. <br /> Mr. Naber questioned whether the property was completely vacant would staff feel <br /> differently. Mr. Bragg stated that staff would still recommend a PUD. Mr. Bragg stated <br /> that staff wants to see redevelopment and wants to accommodate and not restrict but <br /> wants to provide variations to develop the site. <br /> Mr. Roy Mosser was sworn in by Ms. Jesse. <br /> Mr. Mosser stated he was speaking as a developer, investor, and borrower. Mr. Mosser <br /> stated he agreed to some point with staff but there are some practical issues. Mr. Mosser <br /> stated looking as a buyer perspective; most buyers want it clear as to what is doable. This <br /> is a very expensive and time consuming PUD. As a developer, one would not want to <br /> take it on then be told one could not do specific jobs. Mr. Mosser stated that once <br /> � retailers are ready to commit the sale can move rather quickly. <br /> No objectors were present. <br /> It was moved and seconded (Nordholm/Naber) to forward Cal. No. 04-47 to the City <br /> Council with the approval to rezone this property to a B-2 as submitted by petitioner. <br /> Motion passed with Anderson, Clevenger, Naber, Nordholm, Smith, Stewart voting yea, <br /> and Sadorus, John, and Peck voting nay and Wakeland abstaining. <br />
