! . '
COUNCIL COMMUNICATION FORM
Engineering & Infrastructure Memorandum
NO. 2005-79
December 12, 2005 '
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garma ity Manager
Stephen Swa , P.E.,Director of Engineering & Infrastructur
Matthew C. Newell, P.E., City Engineer
SUBJECT: Annual Sewer Television Inspection Program Contract Amendment,
City Project OS-19
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution approving an
increase to the contract amount with Tele Scan, Inc., for the Annual Sewer Television
Inspection Contract, City Project OS-19. The resolution authorizes the City Manager and the
Director of Engineering & Infrastructure to increase the existing $200,000 contract amount by
$50,000 to a maximum $250,000 in order to continue televising work in the City sewers.
BACKGROUND:
On April 18, 2005, the City Council awarded a contract to Tele Scan, Inc., far Annual Sewer
Television Inspection for Fiscal Year 2006 (May, 2005 - April, 2006). The contract
authorized the expenditure of up to $200,000 for the inspection of sanitary sewer lines,
manhole inspections and other sewer inspection work. To date, Tele Scan has completed the
video inspection of over 157,022 feet of sewer and has responded to over 52 sewer inspection
emergency calls. Emergency inspection calls are generally used to investigate sinkholes,
blocked sewer services or mains, maintenance problems and some residential complaints. It
has proven very beneficial to have a local firm engaged in televising work for the City. The
opportunity to see and troubleshoot sewer problems is a very effective part of the City's
ongoing maintenance efforts.
The funding for the inspection work conducted by Tele Scan is approximately 90% expended.
It is recommended by staff that an additional $50,000 in funding be authorized to enable
further sewer inspections.
