Berard, Civil Engineer II <br /> SUBJECT: Amendment to Update of Water System Master Plan Agreement with <br /> Strand Associates,Inc. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by staff that the City Council approve the attached resolution authorizing <br /> an amendment to an agreement with Strand Associates, Inc. to provide engineering services <br /> for the update of the Water System Master Plan. The proposed amendment is for an <br /> incremental fee not to exceed $9,800.00, thereby increasing the original fee from $28,200.00 <br /> to $38,000.00. <br /> BACKGROUND: <br /> At the City Council meeting of June 20, 2005, a resolution was approved authorizing an <br /> Agreement with Strand Associates to update a report entitled, "Water System Master Plan, <br /> May 2002". The purpose of this study was to: <br /> a. Review and update historical and project water demands <br /> b. Modify water service area boundary <br /> c. Revise system improvement recommendations. <br /> The resulting data provided input to a computer model used to simulate the water distribution <br /> system under present day conditions and to predict the future operating conditions once <br /> planned system improvements are in place. <br /> Strand has now completed the scope of the work outlined in the agreement and a draft report <br /> was submitted in October, 2005. A review of the draft report by City Staff resulted in <br /> identifying additional issues that were beyond the scope of services. Further study is required <br /> to evaluate alternate approaches to provide water service in an area south of Lake Decatur. <br /> This information will be critical in the design of two major upcoming water improvement <br /> projects, namely the proposed South Elevated Water Storage Tank and the proposed new <br /> water distribution main between the South Water Treatment Plant and the existing v�ater <br /> tanks. <br />
