FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
Homelessness (ICH). Although the City of Decatur does not have a formal "Ten-Year
Plan," it supports this effort to create a housing plan that can end chronic homelessness
in the Decatur area.
In 2004 the City of Decatur received a $500,000 HOME grant from the U.S. Department
of Housing and Urban Development. The City of Decatur was one of only 13
jurisdictions in the nation to receive this award. The grant was awarded through a
competitive process based on past performance of the City's Economic and Urban
Development Department. The purpose of the grant is to spur the production of
permanent supportive housing for chronically homeless persons. Under the terms of this
grant, projects must involve one or more certified Community Housing Development
Organizations ("CHDOs"). The Neighborhood Housing Development Corporation has
been identified as meeting this criterion. The City desires to use these funds to attract
other resources and attain maximum impact.
Project Overview. This project had five sequential steps:
1. Data Gathering and Needs Assessment— NHDC gathered data on the
chronically homeless population, determined the scope of the problem and
identified the number of units needed.
2. Housing Strategy/Concept Formulation — NHDC created a three to five year
strategy that identifies the most appropriate housing models for this population.
3. Site Identification — Specific criteria for the proposed models were established.
Potential sites for the first phase of the development have been identified and
title research completed.
4. Project Feasibility— Each potential site was assessed to determine overall
feasibility. This step included a physical evaluation of the site and a preliminary
study of financial feasibility for development, operations, and supportive services.
PAGE 2
