FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
NHDC recommends phasing the production of housing over a five year period. The
reasons for this are as follows:
• This plan will serve those most in need first. Those persons with the most
precarious current sleeping conditions—those on the streets or in shelters —will
be housed in the first phase. Those who usually have a place to sleep but move
around from night to night will be housed in the second phase. Those living with
friends or relatives will be housed in the third phase.
• The plan can adjust to changing market demands without overstocking the
inventory of housing. The needs of this population can change. Developers can
be confident of full occupancy in the first phase. However, plans for successive
, phases can be scaled back or stepped up, based on the ease of filling units in
earlier hases.
p
• The plan accounts for increases in chronic homelessness. As mentioned
earlier, the planning team has been unable to find a reliable model for predicting
changes in the extent of chronic homelessness, nationally or locally. Therefore
the plan calls for providing housing for only those persons known to be in the
target population right now. It can be anticipated that additional people will enter
this population over the next 3-5 years, but it is impossible to predict how many
will do so. To account for the added demand, the plan includes 50 people in the
current population who may not utilize new housing because no housing model
was assigned and/or their current sleeping status was unknown.
Number of Units Needed bv Unit Tvpe
The planning team began this step by creating a list of various housing models currently
employed to provide permanent housing for this population. This resulted in a short
document, Housing Models for Chronically Homeless Persons. The original matrix
PAGE 16
