FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
Acuity of Need. To develop a realistic estimate of housing demand, the planning
team analyzed the degree to which different individuals need immediate permanent
housing. The "acuity of need" is affected most strongly by a person's current
sleeping locale. Those who regularly sleep on the streets, in abandoned buildings or
other places not fit for habitation are in the greatest immediate need for housing;
they are in the first tier of need. Those sleeping in shelters or transitional housing are
also in great need and were placed in the first tier. Those sleeping place to place are
in the second tier of need and those staying with family and/or friends are in the third
tier.
Following this approach would indicate the following:
• 28 persons are in the first tier of need.
• 65 persons are in the second tier of need.
• 51 persons are in the third tier of need.
• Data are lacking on 29 persons.
The NHDC planning team believes this approach, using current sleeping place as
the barometer of need for housing, is the most accurate method of determining
demand. It further allows staggered development, with the needs of each tier
addressed in sequence. Thus, the demand for housing over the next 3-5 years can
be stated as follows:12
• First Phase (12-18 months): 34 units needed
• Second Phase (19-36 months): 78 units needed
• Third Phase (37-60 months): 61 units needed
12 To calculate the annual demand, the 29 persons for whom sleeping status is unknown were allocated
proportionally among the three tiers.
PAGE 'I 5
