FIVE YEAR SUPPORTIVE HOUSING PLAN
FINAL REPORT
VI. Recommendations
I —
To ensure successful impiementation of the proposed plan, a number of changes to
current housing policies and practices are recommended. These are described below.
• Advocacy and organizing efforts should intensify to ensure full participation upon
implementation of Public Act 094-0118, the Illinois Rental Housing Support
Program. This program will provide state funded rental assistance to families at
30% or below area median income. Funding for the program will be provided
through a $10 state surcharge on the recording of real estate documents. The
Illinois Housing Development Authority will administer the fund.
• Discussions should be held with the Decatur Housing Authority regarding the
prohibition of rental assistance to parties with criminal histories and substance
use problems. These represent finro major barriers to securing permanent
housing for many chronically homeless individuals. Advocacy among supportive
«
housing providers is required to standardize the practice of reasonable
consideration" during the resident selection process.
• Local housing developers should explore structuring two or more family and
chronically homeless permanent supportive housing developments as a single
deal that can be financed utilizin low income housin tax credits. The lar er
9 9 9
project size will create economies of scale that can absorb the increased cost
associated with tax syndication.
• Supportive housing providers should expand the unit mix within future permanent
family developments to include approximately 10%-20% studio or one bedroom
apartments. These units can be set aside under a housing preference for
chronically homeless individuals. Moreover, discussions should be held with
PAGE 39
I
