LAKE DECATUR
SEDIMENTNVATER STORAGE
PROJECT
»
City Council Presentation
September 19, 2005
Why is action needed?
• By Spring 2008, the City will need a site located south of Lake Decatur for the storage of about 2000
acre-feet of dredge sediment from the Big Creek and Sand Creek Basins.
• Even with limited increases in water demand, by 2025 the City and its water customers will face a
10% annual risk of not having sufficient water supply to meet their needs during a severe drought.
What action is recommended?
• Construct a new sediment storage facility to receive materials from dredging of the Big Creek and
Sand Creek Basins. Approximately 640 acres of land will be required.
• After completion of the dredging program, e facility embankments would be raised to provide above-
ground water storage capacity and reduce the risk of shortage during a drought.
• Depending on the site chosen, it may be possible to incorporate features into the design of the
reservoir to support residential, commercial, and/or recreational development adjacent to the facility.
When would these facilities be put to use? ,
• 2006-2008: Design and construction of a new sediment storage facility '
• 2008-2012: Use of the new facility for storage of dredged sediments from Lake Decatur i
• 2012-2014: Conversion of the facility for off-stream water storage
• After 2014: Off-stream water storage reservoir in operation
Where would the facilities be located?
• Preliminary studies indicate that several sites south of Lake Decatur could be developed for sediment
storage and expanded to support future construction of an off-stream water storage capacity
How much would construction of the sediment and water storage facility cost?
• New Sediment Storage Facility $ 20-25 million
• Conversion of the Sediment Storage Facility to Off-Stream Water Storage $ 12-15 million
• Estimated Total Project Cost(2004 dollars) $ 32-40 million
• Savings over Cost of Independent Sediment and Water Storage Projects approx. $ 10 million
How would the proposed facilities benefit the City and City water customers?
• A new sediment storage site is required to allow the City to continue its current program for dredging.
Dredging is required to protect the storage capacity and high recreational value of Lake Decatur.
• Construction of a new off-stream water storage reservoir will significantly increase the reliability of the
water supply for the City of Decatur and its water customers during periods of severe drought.
• Over time, tax revenue from high quality development adjacent to a new off-stream water storage
reservoir could offset the investment associated with conversion of the sediment storage facility.
 111111
