DEPARTMENT OF WATER MANAGEMENT Memorandum No. 2015-18 November 24, 2015 TO: Mayor Julie Moore Wolfe and City Council FROM: Tim Gleason, City Manager Keith Alexander, Director of Water Management � SUBJECT: Engineering Services Agreement with Hanson Professional Services, Inc. for the Lake Decatur Dam Emergency Action Plan SUMMARY RECOMMENDATION: Council adopt the attached Resolution authorizing a professional services agreement with Hanson Professional Services Inc. for a Lake Decatur Dam Emergency Action Plan at a cost not to exceed $102,325. ' BACKGROUND: The City operates and maintains the Lake Decatur dam that was constructed in the early 1920s. The lllinois Department of Natural Resources Office of Water Resources (OWR) regulates dam safety statewide. Per OWR requirements, the City has operated and maintained the dam per the City's Lake Decatur Dam Operations and Maintenance Plan for many years. The City was recently informed by the OWR that federal and state emergency planning regulations now require the City to also have an Emergency Action Plan (EAP) for the dam. EAPs are much more complex and comprehensive than operations and maintenance plans. The Lake Decatur dam is located within an urban area and its failure could potentially have catastrophic effects. Modeling the failure and its corresponding breach wave will allow the City, emergency responders and other stakeholders prepare for the magnitude of potential impacts. An EAP provides the City with the essential information necessary to plan for a dam breach emergency and meet the requirements of the OWR in an efficient manner that applies available information and current technologies to minimize cost. Hanson Professional Services Inc. (Hanson) has successfully provided Lake Decatur dam repair engineering, construction management and annual dam inspections for the past several years. They are intimately familiar with the dam structure, control systems and adjacent facilities. They are uniquely qualified for this particular project for the following reasons: 1. They have completed our annual dam safety inspection for the past several years at a highly competitive price.
