.
WAS CON Co. is the lowest qualified bidder for this project. WAS CON Co. successfully
completed the 2004 sidewalk replacement project for the City and is currently performing
this year's sidewalk project. Staff recommends WAS CON Co. for this project.
This project was developed in response to a growing number of complaints of deteriorating
and hazardous curb and gutter throughout the City. A priority list has been created to
monitor the number and severity of citizen complaints and staff investigations. This list is
very similar to that used to monitor City sidewalks. The locations for the current proj ect
were determined by selecting the most severe curb and gutter for replacement until this
year's funding level was met. The current project is centered in the South Shores area.
Staff desires the ability to be more responsive to the citizens of the City by making a strong
effort to improve the timeliness of necessary curb and gutter replacement / repair. The
ability to issue change orders to the contract to increase the amount of curb and gutter
replacement will improve the overall condition of the City's curb and gutter.
POTENTIAL OBJECTION: There are no known objections to this
resolution and bid award.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Steven Swanson, Director of Engineering &
Infrastructure, 424-2747
Matt Newell, City Engineer, 424-2747
Travis Stanley, Civil Engineer I, 424-2747
The Director of Engineering & Infrastructure, Steven Swanson and City Engineer, Matt
Newell, will be in attendance at the City Council meeting to answer any questions of the
Council on this item.
BUDGET/TIME IMPLICATIONS:
Funding for this project is currently budgeted in the City's Street Capital Improvements
Fund. The recommended low bid amount is $39,402.40. The resolution also authorizes
change orders to the contract to a total project cost not to exceed $50,000 for additional
curb and gutter replacement.
The project is scheduled to begin by September, 2005 and should be substantially
completed within 4 months.
Attach: 3
cc: John Smith, Assistant City Manager far Public Services
Phil Wilhelm, Municipal Services Manager
Doug Nood'en, Assistant City Engineer
Bobby Davidson, Engineering Technician Supervisor
WAS CON Co.
, GRS General Contractors, Inc.
Beniach Construction Co., Inc.
Otto Baum Co., Inc.
Page 2
