� <br /> : <br /> . <br /> City staff considers the agreement to provide significant benefit to the City. This relates to the <br /> City's ability to respond to local situations and to provide a level of service that it wants over <br /> what IDOT can provide. A prime example is the response time during snow or ice storms. City <br />� crews are able to provide a much faster response time on the State's highways in the City to <br /> ensure that they are open for local traffic and emergency services. Other examples involving <br /> response time include the repair of minor potholes or other pavement problems, clearing storm <br /> debris from the streets and clearing plugged inlets that cause the flooding of streets. These all <br /> serve the general benefit of the public. <br /> In a similar manner the level of service that IDOT can provide for certain maintenance or <br /> operational functions may not meet the expectations of a local municipality. Typical examples <br /> include roadside mowing, litter pickup and street sweeping. These are usually viewed as <br /> "image"issues for which a higher level of service is desired than what IDOT can provide. IDOT <br /> does not pay for a higher level of service than what it would normally provide. Its <br /> reimbursement rates are estimated to approximate the cost that IDOT would expend in <br /> maintaining comparable highways. <br /> The overall benefits to the City from this agreement justify staff recommending to the City <br /> Council that it approve entering into the maintenance agreement with IDOT. <br /> POTENTIAL OBJECTION: No known objectors. <br /> INPUT FROM OTHER SOURCES: <br /> Input from the Illinois Department of Transportation Region 3,District 5 staff; Phil Wilhelm, <br /> Municipal Services Manager; and Wendy Morthland, City Corporation Counsel on this item. <br /> STAFF REFERENCE: <br /> The Director of Engineering and Infrastructure, Steve Swanson, will be in attendance at the City <br /> Council meeting to answer any questions of the City Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> The new agreement if approved by the City Council will become effective July 1, 2005 and <br /> extend until June 30, 2015. IDOT will reimburse the City $96,667.88 the first year.
