COUNCIL COMMUNICATION FORM
Engineering& Infrastructure Memorandum
NO. 2005-37
June 13, 2005
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garman, City Manager 'r`
Stephen Swanson, P.E.,Director of Engineering & Infrastructur
Mathew C. Newell, P.E., City Engineer,,,
ii--
SUBJECT: Condit Street Pedestrian Access, City Project 05-06
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for Condit Street Pedestrian Access, City Project OS-06, to Entler Excavating
Company, Inc., as the lowest, responsible bidder in the amount of$190,708.50, and that the
Mayor be authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
On April 4, 2005, the City Council awarded a contract with URS Corporation to design
pedestrian access improvements to the Condit Street subway. The improvements raise the
south walkway through the subway in order to provide safer and more reliable pedestrian
movement. The work will also replace the existing walkway on the north side of the subway.
With the Wabash Crossing development on the west side of the subway and the new Hope
School on the east side, it is expected that the subway will receive a significant amount of
pedestrian traffic, including school children.
The project plans and specifications were prepared by URS Corporation with input from
Engineering Division staff. The project was advertised May 27, 2005, and bids were opened
on June 13, 2005. The results for the letting are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over(-Under)
Engineer's Estimate $ 188,937.00 ----
Entler Excavating Co., Inc. $ 190,708.50 0.94%
Christy-Foltz, Inc. $ 251,676.00 33.21%
