. � <br /> Mass Transit Memorandum <br /> No. 053105-1 ' <br /> May 31,2005 <br /> TO: Honorable Mayor Osborne and City Council Members <br /> FROM: Steve Ga , ity Manager <br /> Paul McCh Mass Transit Administrat��,��� <br /> SUB.TECT: Agreement for Taxicab Services - Operation Uplift <br /> SUMMARY Staff recommends that Council adopt a Resolution authorizing the <br /> RECOMMENDATION: City Manager to execute one or more contracts with t�icab <br /> companies to provide transportation services for people with <br /> disabilities under the Transit System's "Operation Uplift"program, <br /> at the bid amount proposed by Cabs R Us, Inc., doing business as <br /> Decatur Pride Checker Cab and as Decatur Yellow Checker Cab. <br /> BACKGROiTND: The Transit System's "Operation Uplift"program provides door- <br /> to-door transportation for people with disabilities who are unable <br /> to use the bus system. The program uses the Transit System's six <br /> wheelchair lift vans, and also contracts with local taxicab companies. <br /> The taxicab contracts expired on April 30th, and staff advertised for <br /> bids for new contracts. A legal notice was placed in the Herald& <br /> Review and the complete bidding package was mailed to the two <br /> firms currently providing service, and to a private individual who <br /> expressed an interest in starting a cab company. Two bids were <br /> received by the time of the bid opening on May 16th. (See attached <br /> comparison of bids.) Staff has examined both bids and determined <br /> that both meet the minimum specifications published in the invita- <br /> tion for bids(IFB), and that they meet all of the other requirements <br /> of the bidding process. The lowest bid was submitted by Cabs R Us, <br /> Inc. Based on past experience with the firm, staff finds that Cabs R <br /> Us,Inc., is capable of, and competent to perform the work. The IFB <br /> states that the City may"enter into identical Agreements with other <br /> vendors, ... offering the exact same terms and fare schedule." <br /> POTENTIAL No known objection to awarding the contract to Cabs R Us, Inc., <br /> OBJECTION: and/or to other qualified taxicab companies. <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administratar <br /> BUDGET/TIME The estimated cost of the taxicab services, at the price bid, is within <br /> IMPLICATIONS: the amount set in the current City budget. <br />
