PUBLIC WORKS MEMORANDUM <br /> NO. 2015-52 <br /> DATE: December 11, 2015 <br /> TO: Honorable Mayor Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Authorizing a Professional Services Agreement with Tele Scan, Inc. <br /> for the Annual Sanitary Sewer Inspection Program <br /> City Project 2016-19 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve a Resolution authorizing a Professional Services <br /> Agreement between the City of Decatur and Tele Scan, Inc. to provide sewer inspection and <br /> maintenance services to assist the City in its operation and maintenance of the sanitary sewer and <br /> storm drainage systems. The agreement is for a period of 3 years beginning January 1, 2016 and <br /> ending on December 31, 2018, currently budgeted at $450,000 per year, for a total3 year cost not to <br /> exceed $1,350,000. <br /> PRIOR COUNCIL ACTION: <br /> The sewer televising program has been approved by the City Council as an annual project since 1996. <br /> • June 17,2013 —The City Council approved Resolution R2013-60 authorizing a Professional <br /> Services Agreement with Tele Scan, Inc. to provide sewer inspection and maintenance services to <br /> the City. The agreement was for a period of 2 '/2 years beginning July 1, 2013 and ending on <br /> December 31, 2015 far a total cost not to exceed $1,125,000. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four priorities <br /> to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance. <br /> 4. Small Diameter Sewer Rehabilitation. <br /> The Annual Sanitary Sewer Inspection Program addresses all of the sanitary sewer priorities <br /> identified by the City Council. Televised inspections are used to find deteriorated pipes that require <br /> rehabilitation. Televising also assists with operation and maintenance by finding areas that need to <br /> be cleaned to remove roots, grease and other debris. All of the above mentioned televising assists in <br /> the City's US EPA mandated sewer overflow and basement backup mitigation efforts. <br /> Page � 1 <br />
