I I
COUNCIL COMMUNICATION FORM
Engineering& Infrastructure Memorandum
NO. 2005-23
' April 26, 2005
TO: Honorable Mayor Osborne and City Council
FROM: Steve Garm City Manager ,/j
Stephen S son, P.E.,Director of Engineerin & Infrastructure
Mathew C. N well, P.E., City EngineerG22%'
SUBJECT: Street Reconstruction, City Project OS-24
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve the attached resolution awarding the
contract for Street Reconstruction, City Project OS-24, to Dunn Company, A Division of Tyrolt,
Inc., as the lowest, responsible bidder in the amount of $993,216.35, and that the Mayor be
authorized to execute the contract, and the City Clerk to attest.
BACKGROUND:
The Street Reconstruction Project is structured to provide an improved road base and pavement '
surface in curbed or non-curbed streets and alleys having existing asphalt that have suffered a
significant loss of structural capacity. Streets proposed for this project have existing pavement that
is badly deteriorated through the combined effects of age and use. These pavements can no longer
be effectively maintained by the City's street crews nor can a standard mill and overlay be applied
with the hope of long term success. An additional goal of the project is to restore any existing curb
and gutter to full function wherever possible.
Street reconstruction work involves the removal of the existing street, the construction of a
stabilized base course and the placement of a new asphalt surface. This work is generally
completed over the course of one week. A listing of the streets included in this year's
reconstruction proj ect is attached for your information.
An additional item that was included as part of this project is the reconstruction of City Parking Lot
#4, which is located between the 100 blocks of West William Street and West Prairie Street (by the
Decatur Club). The work on this lot will provide landscaping, new lighting and a new paved
surface. The general parking layout will remain the same.
